Implement support for running whisper-large-v3-turbo model on Cloudflare using the API.

Requirements:

Integrate whisper-large-v3-turbo model support, leveraging Cloudflare API endpoints.
Abstract audio transcription logic to allow selecting between local and Cloudflare-backed models.
Support API key and authentication mechanisms required by Cloudflare.
